Why Morocco#

Morocco sits at the intersection of Africa, the Arab world, and Europe — and its Telegram ad landscape reflects all three:

  • North Africa's tech hub: Casablanca Finance City (CFC) is the continent's leading financial centre, hosting offices of Société Générale, BMCE Bank, and dozens of international firms
  • BAM (Bank Al-Maghrib) maintains a cautious, non-prohibitive stance on crypto — no licensed exchanges, but no criminal ban either
  • French-Arabic bilingual market: approximately 50% of Moroccan Telegram creatives run in French, 45% in Arabic, 5% in Darija (Moroccan Arabic dialect)
  • Diaspora remittance corridor: ~5 million Moroccans in France and Belgium send ~$11B USD annually — crypto rails competing with wire transfer
  • MAD (Moroccan dirham) stability: pegged currency with limited inflation, yet USDT demand driven by capital controls and desire for dollar liquidity

Regulatory context: BAM and AMMC#

Bank Al-Maghrib crypto position#

Morocco's central bank has taken a consistently cautious but evolving stance:

  • 2017: BAM issued a public warning against crypto use, citing legal uncertainty
  • 2021: AMMC (Autorité Marocaine du Marché des Capitaux) and BAM published a joint consultation on digital assets regulation
  • 2024: Draft "Digital Assets" framework under development — not yet enacted as of 2026-Q2
  • Current status: No licensed crypto exchanges in Morocco. Crypto ownership not explicitly criminalised. Enforcement focus on large OTC operations.

The absence of a licensed exchange ecosystem has pushed all crypto activity into P2P channels — with Telegram as the dominant coordination layer.

USDT P2P via Telegram: the dominant model#

Without licensed MAD/USDT on-ramps, Moroccan users rely on informal peer-to-peer exchange:

  • Telegram groups advertising MAD→USDT rates alongside WhatsApp
  • Volume concentrated in Casablanca and Rabat urban areas
  • International Binance P2P marketplace frequently used as the settlement layer
  • "Changeur" (exchanger) informal economy participants advertising rates in Telegram crypto groups

Gambling: illegal domestically, actively targeted offshore#

Gambling in Morocco is illegal for Moroccan nationals. The Société Marocaine des Jeux et Sports (SMJS) operates the state lottery, but online casino/sports betting is prohibited. Despite this:

  • Offshore operators (Malta-licensed, Curaçao-licensed) explicitly target Moroccan Telegram users
  • Arabic and French creative copy targeting MAD deposits — despite MAD not being an official currency on most platforms
  • Payment workarounds: Visa/Mastercard with Moroccan BINs, USDT deposits to bypass banking restrictions

Crypto exchanges (P2P focus)#

Binance MA: highest volume. Messaging centres on P2P marketplace as the MAD on-ramp workaround:

  • "Achète des USDT avec dirhams — Binance P2P" (French: "Buy USDT with dirhams")
  • "شراء USDT بالدرهم المغربي" (Arabic: "Buy USDT with Moroccan dirham")

Bybit MA: growing presence, French-language creatives dominant.

OKX MA: Arabic-language creatives featuring MAD P2P framing.

MEXC MA: smaller volume, primarily French-language targeting.

USDT as capital mobility tool#

Morocco operates capital controls limiting MAD convertibility. This creates distinct advertising framing beyond simple inflation hedging:

  • "Transférez de l'argent à l'étranger sans restrictions" (French: "Transfer money abroad without restrictions")
  • USDT positioned as the only practical way to hold dollar liquidity outside the banking system
  • Remittance reversal use case: Moroccan diaspora sending USDT home to family (bypassing wire fees)

Online gambling (offshore operators)#

Morocco is the second-largest gambling advertising vertical in our MA index — unusual compared to most markets where crypto dominates.

1xBet MA: the largest gambling advertiser targeting Morocco in our archive. Arabic and French creative variants:

  • Sports betting framing: "Paris sportifs — dépôt en dirhams accepté"
  • Champions League / AFCON-timed campaigns
  • Payment methods prominently featuring USDT alongside Visa

Bet365 MA: smaller presence (more cautious compliance posture than 1xBet).

Betway Africa: pan-Africa campaigns with MA-specific Arabic creative variants.

888 Casino: French-language targeting, casino product.

The offshore gambling operators share a common creative tactic: emphasise USDT deposits as the payment method, linking the gambling and crypto verticals in a single ad.

Forex and CFD brokers#

Morocco's Casablanca Stock Exchange (CSE) is active but retail forex participation is significant via offshore brokers:

XM Trading: French and Arabic creative variants. MAD account not offered but USDT deposit highlighted.

Exness: strong regional presence; creatives targeting Casablanca professional audience.

FBS Broker: Arabic-language creatives; mobile trading app emphasis.

Morocco's bilingual profile is unique in North Africa — French is the language of business and education, Modern Standard Arabic is official, and Darija is the spoken vernacular. Telegram creatives targeting Morocco are almost uniquely available in both French and Arabic variants from the same advertiser.

Darija signals: occasional use of "dirham dyal" (colloquial dirham reference) in informal P2P group posts


The Casablanca Finance City context#

CFC positions Morocco as the African financial gateway for European firms:

  • Regulatory sandbox environment being explored for fintech
  • Moroccan fintech startups (CashPlus, NAPS, M2T) operate licensed mobile payment services
  • Maroc Telecom (Etisalat/e&-owned) and Orange Maroc both operate mobile money wallets (Maroc Telecom's "CIH Mobile" and Orange Money)
  • These mobile wallets are not integrated with crypto exchanges — creating the same P2P gap as Kenya's M-Pesa situation, but without M-Pesa's global recognition

Advertising that appears in Moroccan crypto Telegram groups frequently references Orange Money or CIH Bank transfer as the MAD leg of USDT P2P trades.


The diaspora remittance angle#

Morocco's diaspora (predominantly in France, Belgium, Spain, and Italy) sends approximately $11B USD annually — the largest remittance inflow in Africa and among the top globally:

  • France-Morocco corridor: ~2.5 million Moroccans in France; primary source of MAD remittances
  • Belgium-Morocco: ~450,000 Moroccan-Belgians; second corridor
  • Crypto remittance framing: "Envoie de l'argent au Maroc — 0% de frais avec USDT"

Distinct from the Kenya diaspora angle, Moroccan diaspora remittance advertising targets the sender (in France/Belgium) rather than the receiver — positioning USDT as cheaper than Western Union or bank transfer.

We observe a small cluster of French-language creatives that appear to originate from French/Belgian Telegram channels targeting Moroccan diaspora, advertising crypto-based remittance services.
